John Chess
Founder, President and CEO, MediCall, Inc
Mr. Chess, a co-Founder, has served as the CEO of MediCall, Inc., a global healthcare services outsourcing (HSO) provider for the Workers' Compensation and healthcare services markets, since its inception in 2003. Under his vision and leadership, MediCall has created a new category of offshore clinical outsourcing, offering specialized clinical services only for the US healthcare industry. MediCall's offerings are designed to improve performance, decrease turn around and response time, reduce costs and increase revenues for its clients by delivering high quality, value added clinical services.
Mr. Chess has been instrumental in building a client-centric company, with the commitment to deliver the highest quality, HIPAA compliant, clinical healthcare services in the industry. He is a business leader driven to address key needs facing the US health care market where a severe shortage of clinical resources exist.
Mr. Chess is an active participant in the San Francisco Healthcare Executives Round Table which is a select group of forward thinking executives associated with Northern California’s most influential and innovative companies, health plans, and hospitals.
With over 20 years experience as an entrepreneur, his organizations have either pioneered, utilized or have provided a variety of outsourced services, including manufacturing, design, support and other specialized services. Prior to starting MediCall, John was a founder or cofounder of a number of other companies.
Jeff Wiliams
Founder, President MediCall Philippines, Inc.
Mr. Williams, a co-founder, is the President of MediCall Philippines, Inc. the wholly owned operational subsidiary of MediCall, Inc. In 2003 he was responsible for establishing MediCall's first healthcare service center in Manila, and has made the Philippines his home since that time. During the past 5 years he has presided over the company's expansion and has matured it into the multi-site global clinical services outsourcing provider that it is today, servicing some of the largest U.S. corporations in the Healthcare and Workers' Comp industries.
Mr. Williams is responsible for corporate operations including production efficiency, exemplar quality, unparalleled service, and cost-effective management of the exceptional clinical and customer service resources pool available in the Philippines. He established "best of breed" operational practices within the organization gleaned from his many years in the electronics manufacturing industry.
An evidenced by-product of the commitment to excellence of the management team under Mr. Williams' direction is the attainment of URAC Core Accreditation in 2008 by MediCall Philippines, Inc. This is the first time an off U.S. shores company has achieved any URAC Core accreditation in the history of URAC. Currently the company has multiple accreditations in other disciplines in the URAC standards library.
Hal Reiland
Founder, General Counsel and Corporate Secretary
Hal Reiland, a company co-founder and director, is general counsel and corporate secretary of MediCall.
Hal is responsible for all company legal affairs including, contract management and administration, risk management, intellectual property, regulatory compliance, mergers and acquisitions, corporate social responsibility, business ethics and compliance, and support for all of MediCall's operations. Hal also provides legal and business strategy for all MediCall global business entities.
Prior to MediCall, Hal was general counsel and secretary for several private and public entities, including National Mortgage LLC, ION Technology Inc., UXCOMM, NONSTOPNET, and ROSHAMBO. Hal was also in private practice in Silicon Valley with the law firms of Reiland & Reiland and Tarkington, O'Conner & O'Neil.
He earned his bachelor of business administration (BBA/PLM), from the University of Texas, Austin and a Juris Doctorate Degree from Santa Clara University School of Law.
William Joseph Hopper, MD, MBA, CPE, FAAFP
Chief Medical Officer, MediCall
Dr. Hopper brings to MediCall over three decades of experience in occupational medicine, medical management, family medicine, and addiction medicine. Dr. Hopper graduated from Union College, St. Louis University Medical School and completed his residency at St. Mary's Medical Center in San Francisco, CA. He also completed the executive MBA program at Golden Gate University in San Francisco. Dr. Hopper has served on the faculty of Sonoma State University Department of Psychology, UC Davis School of Medicine, UCSF School of Medicine, Oregon Health Sciences University and the American Academy of Family Physicians. He has also presented graduate educational seminars at Albany Medical School, Duke University Medical School, University of Washington and other organizations. He was a member of the Board of Directors for the Pacific Foundation for Medical Care and has served as Chief of Staff for Palm Drive Hospital in Sebastopol, CA. Dr. Hopper has also served as an Expert Medical Reviewer for the Medical Board of California.
Dr. Hopper's clinical experience has included emergency medicine, solo rural family medicine, medical groups, including Sutter Medical Group of Santa Rosa, the Permanente Medical Group of the Northeast, the Vancouver Clinic, Lifelong Medical Care (Berkeley, CA), US Healthworks, and has expertise in clinic-based occupational, urgent care, family and addiction medicine.
He has developed and managed utilization and quality management programs for hospitals, medical groups, IPAs, MSOs and health plans in California, New York, North Carolina, Washington State, and Oregon. He has extensive experience in the development and application of electronic health records, quality and practice performance improvement programs, evidence-based medicine, billing fraud, practice protocols, and regulatory compliance.
In addition, Dr. Hopper led the Fraud and Abuse Investigation Unit as a part of his Medical Director position at Health Net in Oakland, CA. This unit analyzed and assisted in the recovery of millions of dollars charged for services that were not provided to Health Net enrollees.

Michael Donlon
Chief Sales & Marketing Officer
With over 21 years of healthcare industry experience, Michael brings a unique blend of clinical as well as technical healthcare expertise. His role with MediCall include full responsibility over all the sales and marketing operations of the organization, as well as the identification, development and deployment of strategic industry partnerships to advance the breadth and depth of the company's clinical capabilities.
Prior to joining MediCall, Donlon was most recently with McKesson Provider Technologies where he was responsible for the marketing and sales of clinical automation systems for the hospital and clinical settings in the Northwest. He also oversaw the clinical teams responsible for the integration and clinical applications of automation technologies. He was an integral member of the product marketing team tasked with developing marketing strategies for new products and technology. Michael has also held a variety of sales and marketing roles with Cisco Systems focus on the healthcare vertical space as well as extensive clinical sales experience with Synthes where he was instrumental in the sales and marketing of the company's orthopedic prosthetic devices to hospitals and surgery centers.
Marianne Van Horn
Executive Vice President, Client Services
Ms. Van Horn has been with MediCall since its inception in 2003. She has been involved with the development, design and implementation of the vast majority of MediCall programs to date. She is responsible for all U.S. based client services personnel and operations in the Healthcare Division of MediCall. Her group is the primary liaison between MediCall's U.S. based clients and its Philippine based operations.
Ms. Van Horn has been involved in the healthcare communications industry since 1990. Since that time, she has worked for some of the industry leaders in the field. Ms. Van Horn has worked in both the Operations Management and Client Services side of the business at companies such as Telerx Marketing, ICT Group and Alliance Marketing Services Group. She has been responsible for managing all aspects of leading inbound and outbound U.S. based healthcare communication centers. Marianne has also managed projects for pharmaceutical companies, medical device companies and advertising agencies as the head of a Client Services Department. The programs she has managed have ranged from product support, clinical trial recruitment and follow up, outbound detailing, check studies, medical device information lines, product recalls, inbound consumer information lines and fulfillment.
She graduated from West Chester University with a Bachelor of Science Degree in Elementary Education. Marianne lives in Pipersville Pennsylvania.
Marcia Alexander
USRN, Vice President, Clinical Workers' Compensation Programs
Ms. Alexander is an RN, BSN and Certified Case Manager who joined MediCall with over 25 years of clinical experience. Responsibilities at MediCall include the establishment of the Utilization Management operational team, Utilization Management URAC accreditation, and other clinically oriented programs. Her early career was spent in hospital based medical-surgical nursing with an extensive background in the peri-operative arena specializing in orthopedic surgery. Over the last 10 years, Ms. Alexander has shifted her clinical practice to focus on the Workers' Compensation field. She was employed by Intracorp as a case manager on a national dedicated program before moving to Sedgwick CMS in 1999. There Ms. Alexander was one of Sedgwick's first telephonic case managers and was instrumental in the development of their clinical programs; achieving URAC accreditation for case management and utilization review. She held multiple positions there including National Clinical Trainer and was ultimately promoted to Vice President, Clinical Operations Manager.
Marcia is a graduate of the Methodist Hospital School of Nursing in Memphis Tennessee and obtained her BSN from Union University, Germantown, TN. She currently maintains a Tennessee RN license, has been a certified case manager since 1999 and in the past has had CNOR and ACLS certificates. Marcia currently resides in Memphis, Tennessee.
Dana Samples
USRN, Vice President, UM Programs
Mr. Samples is an R.N., B.S.N., M.Ed. and Certified Case Manager (CCM) with 39 years of clinical and medical management experience. After a career in medical-surgical nursing with a special emphasis on rehabilitation medicine, he moved into managed care. Over the past fifteen years he has served in various capacities including Senior Operations Coordinator at ForMost, Inc., a medical management company servicing third party administrators and reinsurance companies, as the Clinical Operations Manager for PPO and Northwest Region HMO Case management at PacifiCare, as the Director of Clinical Operations for CAPE Health Plan, a Medicaid HMO, as the Director of Private Service Clinical Operations for Qualis Health, and as the Director of Care Management for Chinese Community Health Plan.
Mr. Samples' extensive project management experience includes implementing CarePlanner clinical decision making software, Facets core administration software, Milliman Clinical Care Guidelines, and Clinical Care Advance software for Disease Management. While at Qualis Health, he built from scratch in just 75 days a UM and DM program for the Washington State Health Insurance Pool. He has a special interest in Rapid Process Improvement and has used it to great effect in building efficient, high performing clinical teams.
Dana obtained his BSN from Linfield College in Portland, Oregon, and his M. Ed. From Utah State University in Logan, Utah. He has also performed postgraduate work at the University of Pennsylvania in Philadelphia. Currently, he maintains nursing licenses in Washington and California, and he has been a CCM since 1998.
Katheryne Gutierrez
Vice President Quality & Compliance
Ms. Gutierrez, an RN, joined MediCall Philippines, Inc. in 2003. Prior to her current position at MediCall she was a Team Lead, a Program Supervisor and a Clinical Operations Manager. In her current role she is responsible for all MediCall programs with a nursing component. She oversees the development, implementation & maintenance of quality metrics by ensuring the nursing staff is kept highly competent for the job. She works closely with MediCall's US based Client Services group to assure our clients of the provisioning of constant, high quality clinical services.
Currently, Ms. Gutierrez is a registered nurse in both the Philippines and the United States. She successfully completed her US RN certification exams for the state of California and is currently a registered nurse in the state of Vermont. Before joining MediCall she practiced in the Manila Emergency Medical Service as a paramedic nurse.
Kathy graduated with a Bachelor of Science Degree in Nursing from the oldest university in the Philippines, University of Santo Tomas. It maintains its academic status of, "Center of Excellence in Nursing Education" with an annual passing rate of not less than 98 percent. Kathy lives in Manila, Philippines.
Bryan Crawley
Vice President, Workers' Compensation Programs
As Vice President of Workers' Compensation Programs, Mr. Crawley came to the MediCall organization with over 19 years of Workers' Compensation medical and disability management industry experience. He is responsible for the development and implementation of MediCall's Medical Bill Review Programs as well as other Workers' Compensation program initiatives.
Prior to joining MediCall, Mr. Crawley served as Vice President of Market and Business Development at TechHealth, a national WC Ancillary Services Medical Network where he was responsible for the development and implementation of specialized Ancillary Medical Network programs. Earlier in his career, he served as Vice President of Resource Alliance with Sedgwick CMS where he was responsible for the management and oversight of the organization's medical and disability management business partner relationships and national program implementation. He also served as the National Director of Fee Management for Intracorp's Eastern and Western divisions. Bryan currently resides in Hollywood, Florida.
